While listening to Sarkozy Wants To Tax France's Carbon Footprint I noticed that the figure 24 cents per gallon was quoted. Given that no European country uses gallons for fuel (let alone US gallons which are different from UK gallons), I checked to see what people who weren't converting the figure were saying. That figure is 4 cents per liter. This is quite different from the 6.3 cents per liter that you're quoting (after conversion back to international standards).
